Lighthorne Parish Council wishes to put forward a Neighbourhood Plan for adoption by Lighthorne Parish. To that end they have delegated responsibility to a small collection of volunteers.
We already have a Parish Plan, but that was written in 2012, and carries no weight in planning terms. If we manage to adopt a Neighbourhood Plan it will carry some weight when considering planning applications within the parish. Furthermore, with an adopted plan then the Parish Council will automatically receive 25% of CIL (Community Infrastructure Levy) contributions from developers. Without an adopted Neighbourhood Plan we receive just 15% capped at £100 per dwelling.
As part of the formal process of creating a Neighbourhood Plan we are required to conduct a parish-wide survey. We have prepared an online survey which will be live for the whole month of September 2026.
The link to the survey will be www.smartsurvey.co.uk/t/DOFYUR/. The online survey will say it is closed until we open it on 1st September. The more people that respond the more weight the survey will carry.
Whilst online completion makes the job of analysing responses much easier, we recognise that not everyone has internet access. If required, printed copies of the survey may be obtained by contacting Anthony McGrath on 07815 145396.
